Areas of Practice

Energy and Utility Regulation

I have more than 35 years in the field of energy and public utility regulation, including work as in-house counsel for public utilities in Nevada and Kentucky, as an Assistant General Counsel for the Missouri Public Service Commission, and as the director of the utility consumer advocate offices in Missouri and Arizona. My experience includes:

  • Renewable Energy and Renewable Portfolio Standards
  • Demand Side Management and Energy Efficiency programs
  • Integrated Resource Plans
  • Net Metering
  • Renewable Energy Incentive Programs, including solar, EV, and energy storage programs
  • Rate cases
  • Line extension and interconnection agreements
  • Municipal franchise agreements

Legislation and Public Law

My legislation experience reaches back to my service as a leadership assistant in the Missouri House of Representatives after graduating law school, and I have been involved in every Nevada Legislative session since 2005. I have testified before legislative committees in Nevada, Missouri, and Arizona, and served as counsel to both federal and state corporate political action committees. My experience includes:

  • Drafting legislation and amendments
  • Analyzing legislation and drafting position papers 
  • Drafting and giving testimony before legislative committees
  • Tracking bills
  • Advising clients on state and federal political action committees and campaign finance 

Attorney Ethics and Discipline

I have worked in the field of attorney discipline and legal ethics, first as the Manager of the Arizona Supreme Court's Attorney Discipline program from 2002 to 2004, and then as a member of the Southern Nevada Disciplinary Commission from 2006 to 2018, where I participated in and chaired hearing panels that heard and decided discipline and reinstatement cases. I am available for advice and representation regarding: 

  • State Bar complaints and inquiries
  • Reinstatement petitions
  • Compliance with the Nevada Supreme Court's Rules of Professional Conduct

  • Founding member and former Chair of the Energy, Utilities, and Communications Law Section of the State Bar of Nevada
  • Member of the Clark County Bar Association
